The article analyzes the consequences of the Covid-19 in the operation of the tourism councils in the cities of Curitiba and Paranaguá, Brazil, during 2020 and early 2021. It was used the grounded theory to evaluate the legal rules that institute the councils and interviews with counselors. The results identified that the councils function predominantly as a forum in order to communicate actions, that there are difficulties in relation to responsiveness and that the participation in the online meetings is characterized by limited rationality. This scenario was intensified by Covid-19, mainly in Paranaguá, while the Curitiba council initiated actions to face the pandemic and increased the frequency of meetings. In conclusion, the different realities are related to the structure of the executive power of each city. The experience of the councils during the pandemics is opportune to consider the use of e-democracy even after the pandemic context.
